Exxon has struggled in recent quarters to replenish its reserves quickly, investing in massive new projects in Russia and Papua New Guinea that take years to develop. "Declining production is a recurring theme for Exxon Mobil," said Edward Jones analyst Brian Youngberg. "The company remains growth-challenged, and a lot of that is due to their large size." Adding to the company's challenges are Western sanctions against Russia, since Exxon is more involved in that country than any other U.S. oil company.

Argentina blames US, 'incompetent' judge for default

http://ift.tt/eA8V8J Argentina blamed the United States Thursday for the legal battle that forced it into its second default in 13 years, accusing the judge and mediator in the case of "incompetence." The country officially went into default Wednesday night after the failure of 11th-hour talks with two US hedge funds refusing to accept a write-down on their Argentine bonds. Argentine President Cristina Kirchner's cabinet chief, Jorge Capitanich, blamed the American government for the default, brought on by a US court ruling that blocked Buenos Aires from servicing its restructured debt without also paying the hedge funds the $1.3 billion it owes them. There's a responsibility of the state here, of the United States, to create the conditions for the unconditional respect of other countries' sovereignty," he told a press conference in Buenos Aires.

Probe exposes flaws behind HealthCare.gov rollout

FILE - This Nov. 29, 2013, file photo shows a part of the HealthCare.gov website, photographed in Washington. If you have health insurance on your job, you probably don't give much thought to each year's renewal. But make the same assumption in one of the new health law plans, and it could lead to costly surprises. Insurance exchange customers who opt for convenience by automatically renewing their coverage for 2015 are likely to receive dated and inaccurate financial aid amounts from the government, say industry officials, advocates and other experts. (AP Photo/Jon Elswick, File) Officials tell The Associated Press that a nonpartisan investigative report concludes that management failures by the Obama administration set the stage for the computer problems that paralyzed the HealthCare.gov website last fall.

This Congress poised to be least productive in history

http://ift.tt/eA8V8J This session of Congress, the 113th, is currently the least productive congress ever. With only 125 public laws enacted since this congress began nearly two years ago, and an August recess coming up leading straight into midterm elections—it seems like the record for least done is all but won.

UCLA campus flooded, in middle of Calif. drought

A man walks through flood water up stairs from a parking structure outside UCLA's Pauley Pavilion sporting arena in Los Angeles By Dan Whitcomb LOS ANGELES (Reuters) - A major water main ruptured underneath a street near the University of California, Los Angeles on Tuesday, unleashing a 20-foot-tall geyser and millions of gallons of water that flooded part of campus and stranded motorists on nearby streets. The water gushed across the north end of the campus for several hours, submerging athletic fields and pouring into an underground parking structure, where motorists were caught in water up to their wheel wells, Los Angles Fire Department spokesman Brian Humphrey said. The deluge happened as California suffers through a record drought that has prompted state and local authorities to impose water-use restrictions on residents, such as fines for wasting even a few gallons on excessive lawn-watering. Workers were removing inches of standing water from the floor of the UCLA basketball team's Pauley Pavilion, which in 2012 underwent a multi million-dollar renovation, university spokesman Ricardo Vazquez said.
